If u want to Advertise ur website in Google u have create an account in Google Adwords. From their u can give ur keywords and follow the instructions from Google Adwords. In youtube also you can add the videos for free. In youtube it is free to upload the videos and in Google it will be chargable.

For this you create an account on Google Analytic then read its terms and condition then verify your site with Google Analytic and create ad for your website.
If you want an ads on Google then you do PPC ( pay per click) for your website.
