it started when i updated to android 4.3

If you "updated to android 4.3" when you have an iPhone, that might be the problem.

Sorry about that. Â It's possible that 4.3 is too "new" or incompatible with your device.
If it indeed is a phone, your reseller / distributor should be able to figure that one out.
