Your can;t make separate page for a different category, but you can add a static page to you blogspot by following these steps:
1. Open blogger dashboard and then select your respective blog.
2. On your left side bar, click on Pages.
3. On top centre, click on NEW pages drop down menu and click on Blank page
4. Add your text and media, click publish.
Your page is now active
