No.

Fiber optics is a way of sending light signals through a narrow glass tube. The signals may be digital, and if they are, they could be carrying part of the internet. Or they could be carrying telephone or private information.

An internet gateway is a connection to the internet, usually via a router of some sort. a router is an electronic device that decodes ethernet packets and forwards them via other routers to their proper destination.

The internet is a huge collection of interconnected routers. Some connections are via coax wires, some twisted pairs, some fiber optics, some microwave signals.
