There are the too well known Angela Edwards an Paul Ciera who sell monthly guides with lists of 20 or so high page rank sites, popular enough that the targeted sites experience a sudden inrush of spam and no doubt batten down the hatches.
Webmaster and marketing forums will have sections of candidate sites, remember the general rule, the easier a link is to get the less valuable it will be, those auto-approve doFollow sites are probably low ranking forums that end up with hundreds of comments dividing the link juice power of each backlink.
