Of course you can do SEO yourself. However, it will require a lot of reading to learn about SEO, best practices and what works vs what doesn't.
There are a lot of good articles out there that teaches you how to optimize your website for Search Engine. You can simply follow one blot/article or visit different websites to learn.

Definitely. There is so much source material available on this over the internet including many basic guides for doing this. On what works best, all depends on how much time you are willing to invest, as SEO takes time and patience. If you have the time, then do SEO yourself, you will learn new interesting stuff. If not, then get a good SEO package from a good company, no individuals as you don't get clients that guarantee their current work and reputation. This may seem like spending money that you don't have to but sometimes this can result in saving you money as it would save you time for you to do something else.

yes u can do seo yourself. first do keyword analysis of each page. do title description for each page, create sitemap. make sure that no pages should be broken.
create facebook page, twitter page, google plus. writing of blogs.
