Google calls these 'Sitelinks', others call them 'Authority Links'.

No one has control over those, only Google. I think Google includes them (extra webpages from a site) for sites that are VERY popular and get lots of traffic. You can't ask Google for them, or sign up for that kind of thing.

The best thing you can do is make your website an authority on your subject, do everything 'white hat' when it comes to optimization and get lots of credible traffic through search engines and social sites. Your website age, age of specific pages, keyword rankings of pages, quality of incoming links, high click throughs to your site, etc all play a part in Google's decision whether to show your Sitelinks or not, as shortcuts to Googlers.

Google awards those sitelinks to website that has an authority traffic.
