you can go to a Starbucks or Dunkin Donuts where they have free wifi

well getting free wifi/internet would be tricky since somebody has to pay for it.. it depends when you do a search for wifi connection are there showing any shops wifi connection, since connection to somebody wifi connection even if its open is a criminal offence, so if you know somebody who lives maybe next door ask them for the wifi password and offer to pay x amount per month. just dont over use the connection..
other than that, get yourself a job and buy your own internet connection

you can link your tablet/ipad through your mobile phone and use the data allowance through your mobile phone contract...?

Is there a way to get free electricy , water, phone service? Sure as long as you are at a location other than your house.
Internet service costs something, wifi has to have an internet connection to have internet.
