I want to buy my brother google chromecast for his birthday be he doesn't have an iPhone/iPad/android phone. His is an off brand one. Would it work on an off brand phone? Could it work without a remote?

As long as his phone can use the apps that support Chromecast for example(HBO Go, Chrome Browser, Hulu plus, Netflix..etc.) all of these iPhone apps support Chromecast but since most apps are equal in ability across android as well (and since google is android) then I'm sure that the android versions of these apps will support Chromecast
