My computer had been acting really funny and I'm certain that I have a virus on it. I was wondering what this icon means. Nothing happens when I click on it

That Icon means that you don't have a network cable plugged in. It has nothing to do with viruses. Either the network cable is not plugged in or the network driver had an error and you will need to reinstall it.

It means you have no network cable plugged in. Which shouldn't show up if you're connected to wifi

I would believe it is the icon that advises you of your internet connection status. It is very similar to the icon for that in Windows 7, as shown in the image.

It seems that Windows 8 has a default setting to shut down wifi after so many minutes of inactivity. I would infer that loss of connection is what that icon is displaying. See this link to 'deactivate' that lovely Windows 8 setting:
