I know how I want it I know what to do I just need to know what program to use to make it. I have so many ideas and I think it would be great to give them to the people and have them use something awesome. I truly believe I could make something better than Facebook

If you were anywhere near experienced enough in web design to make a site better than facebook you wouldn't be here asking any of this........
F.Y.I. There is no "program" out there to build social networks. That isn't how it works.

It's not a matter of a "program" you can go into and make a social network. If that was the case everyone would have tried to make something that can compete with facebook. To actually make your own social network you would have to learn how to use code to make your own website and then find a server large enough to to handle the web traffic you would hopefully be generating.

There's already an entire industry of people trying to do just that: they're called start-ups.
