Like i will have 7mb on a speed test on my laptop, but then when netflix is on the tv, my laptop speed test goes down to 1mb or less

Yes ... videos hog bandwidth. Not just netflix.

When watching things on Netflix your streaming media, essentially, your downloading the movie while watching it.
Now when your downloading, this takes up your networks resources, so when your actively downloading something this will always affect your speedtest results in a negative way. The only way to get accurate speed tests results is to do it while not down/uploading anything. If you do, the speedtest will show alot slower than what it should be.

There is a thing called bandwidth. You have a bandwidth probably of 7mb, this means you can't download faster than that, which means, if you are using 6mb then you got 1mb left, if you want to download faster than that well, sorry but you got yourself a bottleneck. Basically your Netflix is using the whole bandwidth you have to stream video. So pause Netflix if you want enough bandwith for your laptop.

The more devices that connects to your internet. Your internet will slow down.
Streaming videos, downloading files, playing big online games, etc. will slow down internet even more.

No not on mine,but I have a 20 mb connection.I can watch hd on my tv from netflix and my internet is fine.If I had 7mb like you do I would not be able to that.You need to upgrade your internet to at least 12 mb.
