Yes, its a known host, and has a PR rank of 4, which means google considers it a good authority website.

please think about the name for a second. You always hear the saying you get what you pay for. You might want to consider other hosting alternatives where you have full support, full features, etc.

I don't know them, your best bet is to do a web search for the name, and perhaps "cheapwebhosting.org" scam. It shows up in some scam discussions but may be an innocent party.
I can tell you the sales page is UK based and is over 7 years old, that's good. In some cases small hosts are "resellers" of space on a larger hosting service.
There is a slight local search ranking benefit if a site is hosted locally (one of 200 factors) there are utility sites that can report the location of an IP address and some that can identify the IP address of a site's server.

Its good hosting website but I think you should use a well known hosting server like godaddy or namecheap.

Try Hostgator. They are really good.
