is there a way to send a private message to people on twitter? or like a private tweet?
how do you do it? do they have to be following you?

Yes you can send people a private message on twitter. It's simple, just go to their profile page, and click on the drop box [it looks like a little circle] there should be something that says direct message. And you don't have to follow them to send them a message.
