Some are, some aren't.
It is no different than any other form of begging, and you have to check on whetehr the story they give is true, as to why they need the money.
Facebook benefits every time you look at a page, since there is advertising on the side from companies paying to display their ads.
You are better off contributing to a charity that is known as being legitimate. People with needs are given help by the charities, and that way, you know they aren't just a scam.
