i am find this strange but through my BSNL broadband i am unable to open a particular website but that website is easily open through my mobile internet and that website is a forums which have discussion on television serials and fan fictions and i don,t know why but it's not opening through my bnsl broadband in any device please help

I think it's best to call your ISP.

Some such forums have high numbers of posts on pirated video - it's possible that your ISP is blocking - contact your ISP's customer service.
