I sometimes see on their Instagram,Keek etc surounded with fans.How did those fans get to meet them?

They either pay for it, or meet them by chance on the street and such.

Whenever they come to your town, go to the most popular hotel and wait outside or find and stand by the tour bus.

Depending where you live, it can be hard or easy to meet celebrities. But the best thing to do is pay to go to events such as comic-con or supernova. At these places you can pay for autographs/photos with celebrities. Otherwise, you can google where celebrities are in the world, and if their coming to your town you could follow them around (e.g. airports or hotels) although some celebrities will see this as stalking.
