I want to make a personal site on GoDaddy.com. I have the domain and all registered but I don't want to pay for Website Builder. I looked up how to put Joomla onto GoDaddy but the article is outdated. Web Dwarf is also an option but I find it a bit harder to use so it's less preferable. If there are any other easy apps for Windows 7 that you can use or put onto GoDaddy, then that would be good too, so recommendations for other programs are good too :3 Thanks in advance, guys!

Do you have both a domain name and hosting with Godaddy (Godaddy hosting may not be the best )

You can use an FTP transfer utility to upload whatever, like with other hosts:
http://support.godaddy.com/help/article/96/uploading-files-to-your-website-ftp

Some CMS programs like Joomla, Wordpress require a mysql database, the bare bones Godaddy account might have limited databases, certain add-ons may need their own database.
