I think it is not possible to reach in top 10 for new web site. But if your domain is old than you can reach at 10 position in a day.
By just submitting your site at high PR sites.

It is possible to get there if You use BLACK hat but it wont stay there very long. And if you can use the actual keyword as teh url or domain name then you have a good chance.

Yes if google crawling happens on that particular day and your website url is keyword rich.

It's possible to be #1 for a keyword that no one else uses. It took one new site 4 months to dominate the very competitive forex niche using article marketing, but not through article directories but through a network of blogs.

I'd say it was near impossible.

New websites are usually 'Sandboxed' by Google.

We only tend to see results go into the top 10 in less then a day if the site:

* is over 6 months old
* is worked on every single day
* has a good pagerank
* is crawled by Google very regularly already

I doubt a new site will have these qualities, sorry.

Is somebody claiming this as a service to you? It sounds like a black-hat / scam operation.

Depend on the "keyword". If it is non-popular keyword, it is possible but it never happen to those popular keyword
