To purchase e-books on an e-store, yes internet access is a necessary piece of the puzzle. However it's highly likely that there are free e-books on that e-store, so connect to the internet and search for the free books first and when in doubt on purchasing something, always check your local library. On any of the kindles you have to be able to access Amazon to buy & load the books. My older generation Kindle 3G gives access to the store directly on the kindle. The 3G option means you don't have to go through the internet; the Kindle will select the best option when you open the amazon store.

It's usually faster & easier to browse the store on a computer, but it's really quick to buy through the kindle.

You do not need WIfi to register, or to buy or download ebooks at Amazon if you buy the 3G Kindle Paperwhite. You DO need internet but it will be the restricted internet connection the free 3G gives you.

The free 3G of a Kindle Paperwhite w/ 3G (the most expensive Paperwhite) can be used for
- registering the Kindle
- connecting to the Amazon Kindle ebook store (from the menu), buying ebooks there, downloading the ebooks from Amazon
- searching Wikipedia (possibly only from within the search feature when reading an ebook - not sure)

That is all the free 3G can be used for. The 3G cannot be used with the built-in "Experimental" mobile browser for general browsing, email, twitter, facebook etc. That requires Wifi.

And BTW it's easy to add Wifi to your house if you have any kind of wired internet at home. You buy a low cost Wifi router (and an ethernet cable if it doesn't come with one) and add it to your home internet (setting it up according to its manual)
