if your connection sucks, it sucks.
You can't adjust how fast your internet is with software.
For example, if you connect a rate of 24kb/sec according to your provider, and your speed test tells you that you get only 22kb/sec then your PC could be operating slow, or there is a drop due to anomalies in the connection lines inside your house typically. If the problem is your PC, then you should get a newer one, or ask what is the best way to upgrade your PC to optimize connection speed. Then you would be given suggested Hardware.
If you want to get 5mb/sec connection speed, then you should contact a cable internet provider near you. Internet service providers control how fast you connect to the internet. Hardware in your PC controls how fast your PC can operate the internet.
