I'd like to install cron jobs using rss feeds and give links back to the sources. Since this automatically creates content on my website is this considered black hat seo? Can Google see rather or not I have cron jobs installed on my website?

Cron jobs are only visible within server controls and are designed to automate repetitive / recurring programmable scripts running.

So having a cron job to update you site content is not black hat SEO

I think it depends on what you are programming the cron job to do! But broadly speaking no, Cron jobs simply allow the server to schedule tasks for the website such as making a website update 3 times a day.
