hi all plz tell me can i change my meta tags bacause i not getting keywords ranking on google..i have performed SEO for these keywords but not getting results...can i change it if there's no spam risk or google penalty for it?

You not only can, you should change it if you do not get results.
And maybe it's not a bad idea to have some professional help.
What SEO program are you using?
Have you already tried the ibp?
If you download the trial, you'll get 160 page ebook in the help folder,
all you have to know about SEO, and maybe you'll get some
other ideas how to get good ranking.

You can not change it because if you change your all work which you done would be worthless. Google will not penalize for it but your efforts will be loss. However you want to change anyway so you have to promote your site by these new keywords again.
