Facebook is a website they cannot "Block" another website although if you received a link to macys.com on facebook that could have been blocked (as i see a lot of scams for macys appear there)

Facebook Did Not Block Macys If its Blocked Than its Been Blocked By Either your ISP Internet Service Provider Or you Have a Filter Firewall Or Program Installed Thats Blocking the Site From Being Accessed you Have to Set it to Allow Macy's If you Dont Have One Set Up To Block Sites Contact your ISP Internet Service Provider For Help

Facebook is a separate website, so they can't do this.
May be macy.com have some suspicious thing that's via it is blocked.
