Facebook doesn't make the games. And anyone can be a facebook developer. Look up "Developer" on facebook. I'm a official developer and I have like 11 games on the site right now.
The games are made by people, freelancers, and company's. They just summited their games to facebook. But only if its a massive multiplayer game or a Java Script game. Most other games can just by hosted by you.
