well you yourself would have to be the developer.But if you mean someone to help do it for you then just do a google search there may be some people or even a website that can guide you through the process.You may have to hire a computer programmer if you are not tech swavy.
Im not exactly clear on exactly what you are asking,but you could also be asking where to start developing the app?
