No. If you ever see an application claiming to do so it is not true.
Facebook does not allow developers to retrieve, see or use that kind of data from their API.

No. The only way you will ever know if someone looked
at your Face Book profile is, if they tell you they did.

No, there is no way of knowing who looks at anyone's profile on facebook. Any apps that claim there is a way are all fakes, scams and virus's.
