I use IE 10. Without the icons Yahoo Mail is very difficult to use.
The icons were displayed for a few days then they disappeared again.
This is not Mail Basic.

You might have been switched to Mail Basic (look for the words switch to newest Mail):

If you can't switch from Mail Basic to full featured Yahoo Mail, try using a different browser (Firefox or Google Chrome).
If you are using full featured Yahoo Mail, but are missing the rich text formatting toolbar, click the >> icon under the message box.
