My sister always download large files from the internet and it slows down my connectivity. is there a way for me to redirect most of the packets to my laptop so that my connection will not slow down? i'm using a 32-bit windows 7 OS.

can any one help me?

What you are asking to do is not the solution.
What you can do is use your router to throttle her bandwidth. If your current router doesn't support that type of functionality then you can check if it is compatible with the DD-WRT or Tomato firmware upgrades for routers. Then you can tell the router to only allow a certain amount of bandwidth to your connection.
