I have installed CCTV system and dynamic even with ddns is not satisfactory for me

You installed the wrong system. Any decent system now has a manufacturers site where the machine will log itself in. You then visit that site as described in their manual and use the machine serial number with your user name and password to open the viewer. You will not normally be able to get a static IP on a home account. You need to pay mre to your ISP for static. Most of them would first want you to sign up to a business broadband accunt forst. That can cost 4 to 5 times the cost of home broadband.

Of course. Call them and ask for one.
