Can google link a picture of you uploaded by another person to your profile? Like, can it recognise a picture of you that has been uploaded by some one else?

Google can't directly connect it to your facebook profile, but if Google Plus has any pictures of you that are linked to your profile, they certainly can match that picture to you. Facebook does the same thing.
