Well I want to make say website templates (and sell them), but I don't want to pay for expensive website hosting.

Website templates have nothing to do with hosting.

You could create your templates and sell them in their marketplace also you can create your blog and page/group where you can talk with your customers real time.
Then sell them on ebay.
