Try Wix.com for free websites. Drawback is that you need to attack wix.com to your url unless you pay. However, the default graphics are great and look very high-end. No programming knowledge needed!

Blog: use http://www.blogspot.com
good thing is that it can be as easy for beginners but there are more features that you can use as you become more experienced.

For blog only, I would say it's wordpress and blogger. For website + blog, you can check out http://www.instantsitez.com/, weebly, or webs.
