Although there are sites offering lists of up to 1 Billion addresses, U.S. can-spam regulations prohibit sending solicitations to an address you have no established relationship with. Some marketers build lists from people who have "opted in" on a squeeze page (establishing that relationship) some of these marketers and ezine publishers offer to send out mailings for a fee, either ad insertions or dedicated "solo mailings"
One postal mail address broker that also deals in emails is: lists.buysellds.com
Google sort of scrapes emails to learn the topic being discussed and will place Adwords ads n the Gmail page to match the emails.
