Do you want more followers, or do you want people of influence that are interested in you? Followers are like baseball cards that are collected and rarely ever looked at or shown to others. If you tweet interesting, thought provoking content, IE: blog posts, articles, videos, etc., and others like it, they'll share it and some will follow you. Herding followers by using a thrid party application like "Blast Follow" can get you booted off Twitter...I should know
Most non-really-famous people will follow you back if you initiate contact. Do a search for some topics of interest, or a target group that would be more likely to follow you...follow ten and see how many follow you back. More often than not, its 30-40% !!
