When I am on sites like Facebook they is no option to put in foriegn letters such as ü and ç, I was wondering if they was a way I can insert these symbols on my Laptop.

Go to your control panel and open Language Options. From there you can install foreign languages as secondary languages and switch between them with keyboard shortcuts.
