So I was having a conversation using Facebook chat and my last message that I send to him was seen on Thursday at 4, does this mean that this is the last time he clicked on the chat messenger? Or would it go from seen Saturday something? Basically when it says seen does this mean the last time they read the message?

When it says for example. Seen at 4:09 - This means the last time they opened the message and read it.

'Seen' means the first time they read (or clicked really) the messenger pop-up.
So he may have viewed it past then, but you only see the first time he viewed it.

The Seen As With the Time Means Thats When He Read your Message
So When He Opens your Message A Seen As With The Time Gets Sent Out to You

"Seen at.." means it's the first time he clicked open that particular message; he might read it or not is another issue which you can't tell. That's it. It has nothing to do with any other things.
