Does that mean that facebook use mysql to manage its database or that developers/users use mysql.
and if facebook directly use it then what is the benefit and do they pay money?

Yes, that means that the developers of Facebook use MySQL to manage all the databases require to run and operate Facebook. This is what allows the users to access so much information, but it is used by the developers. Facebook uses it directly because it is an efficient way to manage all the information in their system. MySQL is opensource and so it is free.
