Its the code for like, apostrophe or something. It;s like how a space between words is %20.

i'm pretty sure it auto-replaces "<" usually used when people make hearts "<3"

It's meant to be an apostrophe.
People are using ' as coding for an apostrophe, which is not recognised in all formats.
