no, you cannot tell if someone is looking at your profile and vice versa.

not that i know of but you can make it private so only the people you chose can see it. its in options

There was a spoof of this out a few years ago, but people were brought to a phishing website, and then lost access to their fb account. So long story short, don't try it, it's impossible (to do it legally).
