One of the biggest ways is that employers used to post ads in the local newspaper. With the demise of printed newspapers, a new industry was born, in the paid web site job hunting web sites. Sites like The Ladders and others are all by subscription, so if you want to find a job, you have to pay for in advance. Also, the older newspaper ads usually offered a phone number which allowed you to talk to someone at the company about how and who should apply. Today, HR departments have removed themselves from perspective job hunters, by allowing only resumes and cover letters to be sent via email.
Also there are many new matrix's for hiring. For example, if an employer has an interest in hiring you, they usually will check your credit report, DMV and police records, Facebook and LinkedIn accounts, all in hopes of seeing a complete profile of you, in advance of interviewing you. Lastly, the long term unemployed are being labeled unfairly, as most businesses will not hire those who have been out of work for 1 year or more. Personally, I think that should be illegal, but then I think most of these methods are intrusive and violate peoples privacy.
Drug testing has also been a growth industry in hiring over the past 25 years.
