I have a very small baking business that i do from home and i just wanted to make a facebook page and wanted to know if i could legally make page without having my small business license.
can people place orders?
what if i use it as like a billboard and just advertise?
but isn't the exchange of product implied?? i just don't want to get in trouble

Sure can - it's considered free speech. But don't start accepting customers, because then it becomes another issue.

EDIT: I think people can place orders, but you can't accept money from them. Make sure to file your papers with the appropriate authorities before accepting cash.

Advertising is completely fine. There is no exchange of goods and/or services.

The exchange is implied, but so are other things. I'm just giving you information I learned from my accounting law class. No answer on here will ever replace a call to your local district attorney's office, so for further information, I suggest contacting it.
