I was uninstalling stuff and accidently uninstalled google chrome so i reinstalled and signed back in and resynced and still have nothing, no history or tabs bookmarks nothin. I always had sync off for the past couple months so im guessing nothin ever saved?

Yes, you have lost everything because your sync was off. There is no way to get them back.
