On facebook there are pages where they would have like a picture of Justin Bieber holding a sign and it says "I <3 (your name)" On them. Anyone know how to make these for free?

First you have to pay for the rights to the photo of Justin Bieber. Someone owns the copyright to that photo.
After that, you will probably need a photo program that has a text tool Some are free and some can cost over $1,000 when you add tax
