Hi Nicole,
Unfortunately there is no official Instagram app available for Windows Phone.
There are however free and paid third party Instagram apps. The best example is 'Instance' (free with ads or paid). It allows you to register, upload, like, comment, follow and find your Facebook friends, just like the Instagram app on iPhone or Android.

No Nokia would have Instagram since it is an iOS & Android app only. Nokias run either Symbian or Windows Phone (this phone)
