Inbound is a link placed on another site that sends people into your site.

Outbound is a link you place on your site that sends people out of your site, to the site your have linked to.

For SEO purposes, there is a Link Juice theory that says inbound links tend to raise your search ranking, while outbound links leak away that link juice, lowering your search ranking. Generally a site should at least have some links to important authority sites in their field.
