every time i try to upload a banner to my Facebook, i click the upload button and the page continuously refreshes itself like its having a seizure. what is wrong with it?

The most likely reason is that Facebook is experiencing technical difficulties/ glitches and should be up and running shortly. Log out and wait a while before logging back in.
