corporations place both under the same department heading of IT/IS or just IT
however most managers of those separate them into two distinct areas of IT or IS
skills do cross from one to the other but not at the same levels of competency
so it really depends on whom is addressing the question, upper management trying to keep a company's departments manageable or the department manager that needs to keep his people focused
