if somebody took my facebook photo and editted it in a way that i feel was bullying me, is it illegal and can it be punishable by law or is it technically legal since i uploaded the photo on my own terms and FB terms and services states that since i dont own the copyright it is free to be used by the public? i need a purely legal point of view on this situation, thanks!

It depends on your state, and the other person's state if they live somewhere else.

There are no laws against bullying per se.

However, the photographer might be able to pursue a copyright infringement claim.
