is this actually a Full version of 32bit Windows 8 that does not require a previous version of windows? that is what Google Translate and Chrome Auto Translate seem to say but I wanted to be sure because $40 is too much to spend on a mere hunch.

Yes, it's a full version (32 bit). It's been reduced, probably because Windows 9 is being released in October.
Note that the price is in Swiss Francs, currently about US$45.
